Per-chat Android notification settings (Android notification conversations)

Some DMs/channels are more important than others. On Signal, I commonly prioritize like so:

• Group chats are silent, and just show an icon on the lock screen.
• Strangers are silent, and their notifications only appear when unlocked.
• NSFW groups only shows an icon in the status bar, and don't show a pop-up when unlocked.
• Important group chats buzz and plays a sound.

I can't do this with Fluxer today. Notably, implementing just custom notification sounds wouldn't either, as I want to customize them at the OS level.

Implement Android's notification conversions feature, and let users open the native settings menu for each conversation.
