Integrate Android Embedded Photo Picker

Inserting photos inline on Android requires granting the app system wide photos access, which is a large amount of permission for a chat application. This is privacy invasive, and adding a limited set of photos each time or using the photos button adds unwanted seconds of latency.

Android already has a solution to this specifically that's used in Google Messages and some social media apps, the Embedded Photo Picker. However, there does not seem to be an official Flutter binding over this. There is a Pub package that seems to implement this: https://pub.dev/packages/embedded_photo_picker However, adding new dependencies should likely be done by the core team. The linked pub package is maintained by a GitHub employee.
