Mention suggestions looks for users that do not have permissions in a channel

Reproduction steps

Go to a channel in a community that not all members have access to.
Start typing a mention to someone that does not have access to the channel. For example, if Elias does not have permission, start typing "@el" in the message box.

Expected behaviour

The user that does not have access to view that channel should not show up in the mention suggestions.

Actual behaviour

The user shows up in the mention suggestions, which does not match the behavior on desktop. In the example in the reproduction steps, Elias should not show up in the mention suggestions, but does in this case.
