Current problem
We have a bot in our community that sends useful messages in reply to some off users messages.
this causes a double notification when a user sends a message the bot replies to.
Proposed change
Allow a setting so that a user A can mute another user/bot B on a community level.
When enabled the user A can still see their messages but gets no notification for any message send by user/bot B
