Add an option to make certain badges un-removable

Badges can be hidden by the users, which is great but I would like an option to make certain badges unhide-able

Add an option to badges that makes them unhide-able

I know this is a niche request, but yesterday i've got an idea that I could use badges in my community to display age instead of using roles for that, and having the badge be unhide-able would be convenient for that
