SVGs lose their structure when uploaded to Fluxer

Reproduction steps

  1. Upload an SVG file
1.1 It can either be a channel or a self-hosted instance.
  1. Download the SVG file

Expected behaviour

When downloaded or uploaded, the SVGs retain their structure. Only the preview becomes WEBP if that is used for compatibility.

Actual behaviour

The SVGs are downloaded as WEBP and lose their file structure, making them WEBP instead of an SVG, despite having the .svg file format.
