Cosmetic-only roles

Current problem

Currently, the color or icon of a member depends strictly on the role hierarchy. Thus, if you wanted to have multiple roles that serve a cosmetic purpose, and then you wanted to change your color or icon to that of a lower role, you need to have someone who can manage roles move them. However, that can change things for other members, which is not really desirable.

Proposed change

A role setting that makes a role cosmetic-only. A member can then set their color or icon to any cosmetic-only role they have, or reset it to their highest standard role. I am not sure if members should be allowed to set a color or role separately. If not, I think a member would place a role in-between their standard roles. In my opinion, cosmetic-only roles should have all permissions neutralized, however, they should still have a setting to determine if anyone can mention it. Cosmetic-only roles are not considered for any actions that involve role hierarchy, such as if someone is allowed to kick or ban a member. I am against making cosmetic-only roles self-assignable by default, if that feature is considered for Fluxer.
