Second community settings menu on mobile website and pwa

Summary

When you open the menu in a server, and choose community settings it shows a the settings, but when you click one it opens the actual settings menu.

Steps to reproduce

1. Go to a server,
2. Click the three dots,
3. Choose community settings and click any setting,
4. Settings menu opens.
