Age restriction from official instance carries over to self-hosted registration

(#4514) Bug Open: Needs triage desktop self-hosting

Reproduction steps

In the desktop client, start registering a new account on web.fluxer.app. Enter an obviously invalid date of birth (e.g. today’s date this year). The “Account closed” screen is shown. Click “Back to sign-in”, then switch to a self-hosted instance and open its registration page. The notice “You need to be a little older to have an account.” is shown there as well, and I can’t register.

Expected behaviour

Age restrictions triggered on the official instance should not carry over to self-hosted instances. Each self-hosted instance should apply its own registration rules.

Actual behaviour

The self-hosted instance’s registration form shows the same age restriction notice and blocks account creation.

Platform

macOS, Windows, Linux, Self-hosting
