Add helpful hint to "Let others clone your emojis" page

Current problem

It's not always clear that emoji cloning needs to be enabled on both the community side and the user side.

Proposed change

Change the text on this page to guide users toward enabling it within user settings. For example:

Allow members of other communities to use a one-click "Clone" shortcut on your custom emojis. Keeping this off does not prevent anyone from saving images and uploading it themselves. Hint: To clone from other communities yourself, enable the shortcut in your Account Settings.

Another good solution would be to have the cloning shortcut enabled by default. I don't think this would be disruptive since the shortcut is already hidden within a submenu within the right-click menu.
