Pin the search pagination bar to the bottom of the search panel instead of scrolling with messages

Currently, the search pagination controls are at the very bottom inside the scrollable results list. When reviewing search results, navigating to another page requires manually scrolling past all 25 messages and their attachments/embeds every single time. Users cannot navigate between pages from the top of the results, making quick page-by-page browsing tedious.

Pin the pagination bar to the bottom of the search sidebar as a persistent/sticky footer outside the scroll (similar to Discord's search panel). The message results should scroll independently inside their own scroller, while the pagination bar remains always visible and interactive at the bottom.
