Current problem
Emojis are ordered by when they were added to the community, with no way to reorder them as a community admin or as a user.
Proposed change
Allow communities to reorder the default order of their emojis. Potentially also allow users to be able to override the community order. But to avoid complication, it could just be reordering of favorite emojis, as suggested here: https://feedback.fluxer.com/p/4058
