Strip tracking parameters from URLs doesn't work on Android (and maybe iOS) for shortened YouTube links

(#4459) Bug Open: Needs triage mobile privacy

Reproduction steps

  1. Ensure the Strip tracking parameters from URLs setting is enabled (link)
  2. On Mobile, send a shortened YouTube link with a tracking parameter (e.g. https://youtu.be/dQw4w9WgXcQ?is=12345) (This is just a phony tracking param, but works for the purposes of this test)
  3. (Optional) for comparison, do the same on Desktop

Expected behaviour

The tracking parameter should be stripped.

Actual behaviour

It is stripped on desktop, but preserved on mobile. Note that the setting does seem to work correctly when stripping the tracking parameter from a full youtube link (e.g. https://www.youtube.com/watch?v=dQw4w9WgXcQ&is=12345)
