inconsistent rendering of emojis

(#4425) Bug Needs triage emoji ui

Reproduction steps

in the message composer:
1. first line set to small text markdown
2. second line set to a single emoji
send

the final markdown should look something like

-# small text
:emoji:

the emoji renders as a big emoji, mirroring mobile

the emoji renders as normal
