Allow any Fluxer.app user to use custom emojis and stickers in any community

The goal is for the Fluxer.app instance to be monetized enough that its servers and the Fluxer developers are well funded. I believe this change could overall increase monetization in the big picture and make the instance more user-friendly.
Though it might decrease the ratio of plutonium users to non-plutonium users, it will incentivize people to use Fluxer a lot. Every time a user sends a HD custom emoji from another community it would be a moment of satisfaction and a reminder that this is a superior platform that they should support. I think this incentivization to new users will outnumber the small amount of plutonium subscribers lost, most of which I think would've bought plutonium with or without cross-community custom emojis.
Also, cross-community custom emojis will inevitably be replicated with images by users with modified clients, as they are on Discord. So it will just be an inconvenience to users in spite of the platform they're using, which makes people not want to purchase plutonium and is the type of thing Fluxer wants to avoid.
I think it would be a net-gain to the developers and community.
