Configure global notification settings preset for all servers, respecting explicit overrides

After enabling the amazing unread badge configuration feature there is the massive problem that i cannot use it to it's fullest potential. Every time i join a new server i would have to make the exact same configurations every time. That is, set the server unread badges only for mentions, and a channel specific override for all announcement-type channels to enable unread badges for all messages. Doing the exact same thing every single time is pretty tedious, considering it can definitely be automated

Let me configure the global notification settings (including unread badges settings). I want to be able to do the aforementioned:

"set the server unread badges only for mentions, and a channel specific override for all announcement-type channels to enable unread badges for all messages."

As a global setting somewhere in the main settings menu (ctrl+,). This should be immediately applied to all servers i am a member of. And have it respect my own channel specific overrides. For example if i had set #catboy-discussion channel's unread badges for all messages, that should hold priority over the global setting.

My "proposed changes" are very similar to what discord is using for their own implementation of unread badge configuration called "gray dot". Except discord only allows you to set that default global setting once, and you're unable to change the global settings from that point on. Be better, allow us to change it later on!
