[Self-hosted] 'Explore review' still accessible in admin panel when FLUXER_DISCOVERY_ENABLED is disabled

Reproduction steps

  1. Check if FLUXER_DISCOVERY_ENABLED is set to false - rexctl config get FLUXER_DISCOVERY_ENABLED
  2. If not, set it to false - rexctl config set FLUXER_DISCOVERY_ENABLED false
  3. Go to your instance's admin panel - Instance domain + /admin in the browser
  4. Sign in with an account with admin access
  5. In the sidebar, under Moderation, Explore review is still accessible.

Expected behaviour

Either a message that shows that Discovery is disabled on this instance when accessing /admin/discovery directly or through Explore review in the sidebar or that Explore review doesn't appear in the sidebar at all.

Actual behaviour

Explore review appears and is accessible from the sidebar or from /admin/discovery directly even though no communities can apply to it since the Explore option in a community's settings doesn't appear while FLUXER_DISCOVERY_ENABLED is disabled.
