Current problem
Currently every dm voice call is stuck at 64kb/s on self-hosted instances. It would be nice to have an option to change the dm voice call bitrate for increased call quality.
Proposed change
Add an option to change the default dm voice call bitrate or let users decide on what bitrate they want to use.

See Mumble where the Server can set a bitrate limit and each Client can set their own bitrate within the Servers limit.
