Allow or forbid friend requests per community

Although there is a setting for allowing DMs by community, currently there is no such differentiation for friend requests. This is annoying because random friend requests are much more likely to come from very large communities than from smaller ones.

I think it would be very helpful to be able to choose per community whether or not people can send us friend requests.
