Ability to specify a user to receive a gift

I want to send someone a gift. I don't want anyone but them to claim it. This means it is impossible for anyone but that user to claim the gift, even if somehow sent in a community. This also helps with giveaways. Gifts no longer need to be sent as a direct message and can be sent in the community with a mention and ensures only the winner receives it–no need to wonder if they passed it on (if this was a problem at all).
