Option to make Plutonium gifts redeemable only by non-subscribers

Current problem

No options for Plutonium gifts.

Proposed change

An option for gifts that you send that doesn't allow users that ALREADY have an active Plutonium subscription to redeem would be amazing for giveaways, that way only users that don't have it can get it!

You can see who redeems your gifts, actually. Go to Settings > Gifts and expand one of your redeemed gifts; it will show who redeemed it.
