Emoji button shows even when you can't send messages

Reproduction steps

Join Fluxer HQ: https://fluxer.gg/fluxer-hq
Go to a channel that is not an announcement channel where you can't send messages, like #sneak-peeks.

Expected behaviour

There should be no emoji button in the message field.

Actual behaviour

There is an emoji button, albeit nonfunctional.

Build information

Version 2026.10.100, Beta 10, Channel Beta, Build 2784, Android 16 (arm64), Device Xiaomi 2511FPC34G, Locale pl-PL, Push unifiedpush, Flutter 3.47.7, Dart 3.13.5
