Can't clear Plutonium expiration message

Summary

I snagged a gifted Plutonium sub, and am now being warned that it will expire soon. Clicking the X button on the banner does nothing. Seems similar to the previous uncloseable banner bugs.

Steps to reproduce

1. Have Plutonium
2. Get close enough to expiration to trigger the warning message
3. Attempt to close message
