Communities cannot be dragged below a folder if folder is open and at the bottom

Reproduction steps

  1. Create a folder at the bottom of your community list by dragging the bottom two communities over each other
  2. Open the folder
  3. Attempt to drag a third community below that folder

Expected behaviour

I should be able to drag a community below a folder even if it is at the bottom

Actual behaviour

No matter how far down you drag, the community you try to place below the bottom folder inevitably falls into the folder.

Build information

Version 2026.10.100, Beta 8, Channel Beta, Build 2721, Android 16 (arm64), Device Google Pixel 9a, Locale en-US, Push fcm, Flutter 3.47.7, Dart 3.13.5

Can definitely reproduce, I think it was an issue resolved before but made a return? Version 2026.10.100, Beta 8, Channel Beta, Build 90, iOS 26.6.1 (arm64), Device iPhone17,4, Locale en-US, Push apns, Flutter 3.47.7, Dart 3.13.5

There were several similar bug reports, but even among the closed ones I couldn't find one that reported on this specific behavior.
