Static WebP/SVG emojis falsely detected as animated in community settings

(#4061) Bug Open: Confirmed Priority: P3 emoji

Reproduction steps

  1. Go to Community settings > Emoji
  2. Upload various static images of .webp or .svg format
  3. Verify whether they are appropriately categorised
Unfortunately I can't seem to narrow down what traits are causing this, as even images from the same source are sometimes registered as static and others as animated, when they are all static. Of the attached images, this is how they were categorised upon upload:
EmojiType
blender.svgAnimated
2.webpStatic
3.webpStatic
4.webpAnimated
5.webpStatic
6.webpAnimated
7.webpStatic
8.webpAnimated

Expected behaviour

Static images would be categorised as static.

Actual behaviour

Certain static images are registered as animated.

I think this might just be because of the files themselves.
❯ ffprobe 3.webp -hide_banner
Input #0, webp_pipe, from '3.webp':

  Stream #0:0: Video: webp, argb, 1000x1000, 25 fps, 25 tbr, 25 tbn

Consider increasing the value for the 'analyzeduration' (0) and 'probesize' (5000000) options

If you ignore the errors these are mostly the same, but there are some minor differences, and the errors might actually tell us something about how fluxer is interpreting these files. In any case, I can reproduce the issue so I'll pass this along.
