Voice Whisper/Shout: talk to other voice channels, users, or roles with a separate hotkey

Current problem

You can only talk to the voice channel you're in. There's no way to reach people in other voice channels without leaving yours, or without dragging them all into one channel. This breaks large group coordination. In a 40-person WoW/FFXIV raid, players are split into group channels. The raid leader needs to talk to every group leader at once while staying in their own group. Today that's impossible, so raid groups keep running Mumble or TeamSpeak alongside Fluxer just for this. The same problem hits esports (coaches and casters across team channels) and community events (mods coordinating across several stage or event channels).

Proposed change

Add Voice Whisper: a separate hotkey that sends your voice to chosen targets, not only (or not at all) to your current channel.
  • Targets: other voice channels, specific users, or a role (e.g. "Raid Leaders"), wherever those people are in voice.
  • Whisper lists: save named targets (e.g. "All group leaders" = channels A, B, C), each with its own hotkey.
  • Two modes: Whisper (only the targets hear you) and Shout (your channel and the targets both hear you).
  • You stay in your own channel the whole time. No switching, joining, or moving anyone.
  • Receivers hear the whisper on top of their channel, with a clear label like "Username (whisper)".
  • New permission (e.g. USE_VOICE_TARGETING) so server owners control who can whisper and which channels or roles can receive whispers.
  • Receiver controls to mute, lower, or turn off incoming whispers.

Platform

macOS, Windows, Linux, Web, Android, iOS, API, Self-hosting

Additional information

Mumble's Whisper/Shout shortcut has done this for years and is the main reason raid and fleet groups still use it. EVE University's guide shows it set up for fleet comms: https://wiki.eveuniversity.org/Mumble TeamSpeak has the same idea with whisper lists. Implementation note: Fluxer's voice already runs on LiveKit, which can send a participant's audio to other rooms server-side, or subscribe listeners in other rooms to it. This shouldn't need a new audio stack.
