Self hosted servers should be allowed to choose moderation rules for discoverable servers

Self hosted servers are currently required to have the server instance scan for explicit content I feel like communities that are made around NSFW media would like to have Discoverable servers moderate their own media

Letting instance owners set discoverable server rules for their own instance would fix this
