Forums: Control thread permissions through tag-specific role based permissions

Current problem

Threads are a fantastic addition to the platform, but when they become inevitably more popular, it would be good to allow them to become more flexible for server owners to configure. One example might be to allow moderators to have new threads that are created be automatically tagged as "Needs Review". This tag may have specific role based permissions that prevent regular users from seeing it. Moderators could then examine the thread matches whatever criteria they may have before removing the tag or replacing it with something else, allowing the thread to become visible for all. This is just one example I had in mind but allowing tag-specific role based permissions can allow many other use cases for Server Owners to take advantage of I feel.

Proposed change

Allow for forum channels to have tag level role permissions such as "View Thread", "Send Message", "Send Embed", etc. To allow for more precise customisation. I realise that threads can have multiple tags which could make resolving permissions complex. Perhaps having one tag be the primary "permission" tag could solve this.
