Reproduction steps
- Set everyone role to have "Use Voice Activity" false
- Setup Role A with "Use Voice Activity" explicitly set to false, and Role B with "Use Voice Activity" set to true.
- Give user Role A
- Have user enter voice channel and attempt to use voice activity
Expected behaviour
User should be unable to communicate without PTT
Actual behaviour
User is able to communicate on voice activity alone.
