TTS announcements for voice events

Current problem

When in a Voicechat you might have fluxer in the background and not visible while doing other stuff. So when a user joins, leaves (or other actions like mute/deafen, but join/leave is the main concern) you have to either stop your current activity to set fluxer in the foreground or wait until the person identifies themselves.

Proposed change

Implement an optional setting for TTS to narrate voice event and (optionally?) username, e.g. “FantasyDragon left hangout” (<username> joined/left <channel>), with options to toggle username and channelname narration. (if both off just Teamspeak style “user joined your channel” (but i guess that could be done with custom sounds))

Platform

Windows, Linux, Web
