Default Limit rule permissions not automaticly granting users access to banners

Reproduction steps

  • Set these settings on a self-hosted instance:
    • Set Premium to everyone
    • Make sure the default-Limit Rule has the Animated Banner rule enabled
  • Login with a new account
  • Open settings
  • Observe that the Banner section reads: Profile Banners are not enabled on this instance
  • Manually give the new account the default-user trait via the admin panel
  • Reload and open user settings again
  • Observe that it now lets you apply a banner to the account

Expected behaviour

Setting the Premium mode to everyone should grant new users the ability to have profile banners. Having Animated Banner enabled in the default limit rule should grant users the banner entitlement.

Actual behaviour

Banners are disabled for users unless a trait with the Animated Banner limit rule is manually applied to them. The Animated Banner rule in the default limit rule is not applied unless the default-user trait is manually applied to an account. for some reason i am also able to reproduce #3490, this might be related.
