Current problem
Currently, there is no way to put a Fluxer instance into read-only or archive mode.
Proposed change
There would be an option to archive an instance - that is to say, there will be no new registration, and the instance can be opened to the public in a read-only configuration. Nothing would be deleted. This action could also be reversible, with switching it back off allowing messages to flow through again but requires registration.
