Default/Option to mute Text channel Notifications from a Voice channel while not connected

Current problem

The text channels associated with each voice channel play a notification for all members in the server when they are not present in the call or otherwise looking at the channel, so long as the voice channel or overall server in question were not already muted by the user. These notifications and messages are not relevant for the majority of users who are not actively connected to the voice call; typically on by default with global message settings. Use has to manually mute voice channels then undo this action when joining calls if notifications are desired.

Proposed change

Create a user setting to adjust global notification behavior the behavior for voice channels when connected and not connected to them. Additionally, user options to adjust this behavior on a per-channel or per-server basis.

Additional information

Ideally, by default notifications intended for voice channel consumption will only notify those present to the channel, with per-channel options to opt-in. This is closer to Discord's own behavior of no notifications unless you are connected to the voice channel. This helps reduce notification spam when not present, while @mentions should be expected to work regardless. The text channel in voice channel feature is awkwardly referred to a lot with no special name, but it is in reference to discord's own and implemented already in Fluxer with #1043.
