Mobile: scrolling in emoji drawer should automatically expand the drawer

Observed behaviour

When scrolling in the emoji drawer, it does not expand to full size like the other media drawers. This issue does occur with other media drawers, like the GIF drawer, however, it is a lot harder to trigger on accident. Expected behaviour is the media drawer expanding similarly to the other media drawers.

Reproduction steps

Open the emoji drawer
Begin scrolling down the list, starting the scroll on the emojis, not on the top bar
Observe the emoji drawer not expanding
