Push notifications not being sent to mobile despite inactive timeout on Desktop

Observed behaviour

On Desktop, I set the "Push notification inactive timeout" setting to 1 minute, yet I received no notifications on my phone for the entire day out of the house. Despite Fluxer being in the tray and definitely having been inactive for over a minute, notifications would continue to send to the desktop app and nothing at all would show up on the phone. Once I got home, I fully closed Fluxer on my desktop and suddenly notifications were fixed for my phone, but that's just evidence that inactive timeout is likely at fault here.

Reproduction steps

Ensure you are logged in on both the mobile app and desktop to test this:
  1. On desktop, set "inactive timeout" to 1 minute (for testing purposes 1m, you may do longer if you'd like)
  2. On desktop, keep Fluxer open or in the tray, it happens for both cases
  3. Wait the period of time set for inactive timeout in settings
  4. Have a friend or an alt message or ping you
After following these steps, the pings should go to desktop and not the phone, despite the fact that desktop should be treated as inactive. This should happen on the official Fluxer instance as well as any self-hosted instances, at least from personal testing
