Setting to allow sending notifications to mobile even when active on desktop

I am not able to get mobile notifications through the app if I am active on desktop.

I would like, in addition to the dropdown which lets you choose how long you need to be idle before notifications get routed to mobile, a toggle which allows you to receive notifications on all devices. The "how long you need to be idle" can remain, but if you toggle to NOT receive mobile notifications when you're active.

Current dropdown is good, but would be nice to have an override. Would be even better if you can specify by device (like route to my phone or tablet when I am active on desktop).
