attachment slowmode

basically right now you can spam the chat with a bunch of large attachments even if the channel have a slowmode

i propose that a second level of slowmode, independent from message send slowmode, is made, which will limit attachments. while this slowmode is ticking down, the user essentially have attachment permissions disabled
