Administrators cannot assign roles below their own role

Summary

When a user with a role marked as "Administrator" attempts to change another server member's roles, most of the options are greyed out, even for roles below their own in the hierarchy.

Steps to reproduce

  1. Go to a server where you are an admin (but NOT the owner)
  2. Right-click on a user
  3. Attempt to add or remove a role that is below your administrative role (they are all greyed out)

Environment (optional)

stable build 72 (cbbb38d) 2026-03-02 15:44:20 UTC Electron 39.2.7 Linux 6.17.9-76061709-generic (x64) desktop stable 0.0.8
