Current problem
Notification settings are shared across devices, so disabling the desktop notifications on your laptop will disable it on your desktop computer. This can be inconvenient for some cases, where you dont want notifications on your laptop, but you do want them on desktop or your phone.
Proposed change
A toggleable setting, that controls if notification settings would be local, and if another device changes its notification settings that change wont be reflected on the original device.

Additional information
There is already a setting that does this for Themes under Appearance->Theme->Sync theme across devices, maybe this feature could be its own tab under settings, so you can synchronize certain app settings, but not others.
