iPad app not allowing for use of earbuds/headphones

What is happening: When I connect to a call on my iPad with my Air Pods connected I hear the connection sound through the Air Pods, then the audio switches to the iPad speakers. If I try to manually change the output device it automatically reverts back to the speakers. What is expected: Audio comes through the connected bluetooth earbuds.

1.) Connect wireless earbuds to iPad 2.) Join a call 3.) Hear audio only coming out of the speakers
