Message send failure modal shows cancel

Summary

When messages fail to send, the Modal that pops up letting the user know that the message didn't go through says "Cancel" and "Understood". I personally feel like it should just say "Understood", as you cannot cancel an error that has already occured.

Steps to reproduce

1. Send a message when the Gateway is having issues
2. Wait for the message to fail sending
3. Modal pops up
