Observed behaviour
With a broken SMTP config (see #1090), the SMTP test in the admin panel showed
success every time. Real emails (email-change verification) failed with
"SMTP send failed" in fluxer-api logs. The test calls logged no SMTP activity
or errors at all, so the test may not be attempting a real connection
Reproduction steps
- Set SMTP port to 587 with a provider that expects STARTTLS (I used Mailgun)
- Run the SMTP test in the admin panel → reports success
- Trigger a real email (e.g. change email address) → nothing arrives
- Check fluxer-api logs → "SMTP send failed" for the real send, nothing for the test

Evidence
Test endpoint, no error logged:
POST /admin/instance/config/smtp-tests → 200, 82ms
Real send, same config:
SmtpEmailProvider: "wrong version number", code ESOCKET → "SMTP send failed"
Expected
The test should open a real SMTP connection and authenticate, and show the
actual error in the UI. A false success sent me debugging the network for
a while when the problem was the TLS mode.
