Link-gifs, and images in embed have NO download button

Observed behaviour

There is no Download button to be found

Reproduction steps

  1. Click on a link turned to gif (tenor or a Klipy gif)
  2. click the three dots icon and search for tge Download button
  3. repeat step 1 and 2 but on this image-in-a-embed #3438
