Volume Bar, Alt-tab Menu, and various other features attached to Explorer lag heavily when streaming

Observed behaviour

These functions lag a lot, not showing up, showing the loading cursor when hovered, and just generally not working

Reproduction steps

  1. Start streaming something in a voice call
  2. Wait for a bit
  3. Attempt to alt-tab, change volume with a media key, or open the Start Menu (or anything else, really)
