Silent Error when Failing to get Reactions

Summary

Whenever hovering over a reaction to see who reacted, if the client fails to get the reactions from the server, it silently fails and says "Click here to view reactions" and when clicking on it, no members show up who reacted. I expect a message on the reaction saying "Failed to get reactions" or something to that extent, and when clicking on the reaction pop-up to see who reacted, another attempt to get the reactions. (Note: This was already posted on the Fluxer Testers community, but also posting on Github as well.)

Steps to reproduce

1. Hover over a reaction.
2. Wait for the client to fail getting reactions.
