(Bug Regression) Setting keybind action to F13 causes Win key to also trigger keybind action

Observed behaviour

Win key triggers your custom keybind action. This was originally solved in report #2761 but has since reappeared. Video attached is the old video but the reproduction and behaviour is exactly the same.

Reproduction steps

  1. Go to the Shortcuts menu in User Settings.
  2. Set a custom keybind action to F13 (Mic mute works as a simple example).
  3. Exit the user settings.
  4. Press the Win key.
