Settings modal renders behind fullscreen vc locking out mouse interactions with application

Observed behaviour

Settings modal is rendered behind fullscreen vc window

Reproduction steps

  1. Enter vc
  2. Make vc fullscreen
  3. Open Video & settings from more options
  4. Fluxer ui becomes uninteractable/locked out as settings modal is rendered behind fullscreen view (can use kb escape to exit fullscreen)

Expected behaviour Settings modal is render on top
