Channel permissions do not override category permissions for role visibility

Summary

When a role is denied permission to view a category, but explicitly granted permission to view a specific channel within that category, users with that role still cannot see the category or the channel.

Steps to reproduce

  1. Create a new Category and a Text Channel inside it.
  2. Go to Category Settings -> Permissions. Explicitly deny the "View Category" (or equivalent visibility) permission for a specific Role.
  3. Go to the Channel Settings of the text channel inside that category -> Permissions.
  4. Explicitly allow the "View Channel" permission for that exact same Role.
  5. Log in as a user who has that Role.
  6. Observe that the category and the channel are completely hidden from the user, completely ignoring the channel-level allow override.
