Message is not sent silently with @silent and attachment only

Observed behaviour

Message is sent the normal way, and @silent is a part of the message

Reproduction steps

  1. Type a message with @silent
  2. Attach an image

Build information

Canary Desktop 2026.614.190551, Web 2026.616.1249, macOS 15.7.7 (arm64), Electron 41.2.2, Chrome 146.0.7680.188, Node 24.14.1, Locale en-US

Expected behaviour Message is silent with a 🔕 next to the timestamp (no notification sent to the user but shows up as a mention)

Can reproduce CR - only @silent message with no extra text other than a space to repro - Canary Desktop 2026.614.190551, Web 2026.616.1249, Linux 6.17.0-35-generic (x64), Electron 41.2.2, Chrome 146.0.7680.188, Node 24.14.1, Locale en-US
