hovering over a time code shows a tooltip that ignores the time format setting if it differs from the language default

(#3021) Bug Confirmed desktop i18n

Observed behaviour

uses 12h clock

Reproduction steps

  1. english language and 24h clock setting (other combinations may work but i reproduced it with this)
  2. hover over a time code to see the tooltip
  3. example
  4. update: i just realized it also ignores the language setting. it seemingly defaults to system language (as indicated by the "Tag" instead of "day" in the screenshot)
